Mile High Community Management is a professional homeowner association management company. Established in 2003, we are one of the region’s leading association management companies, providing a full range of community management services. We manage a mixture of clients including condos, townhomes, and planned unit developments throughout Central Oregon. We bring lasting value and peace of mind to the communities we manage.

James Bemis

President AMS, CMCA

Jim manages the homeowner’s association operations of Mile High Community Management. His focus is on business development through the coordination and implementation of the HOA policies; while streamlining these policies so they are consistent with the governing documents of the HOA, and the state statues.


The wealth of knowledge, of over 30 years of self- employment, including experience in residential and small commercial construction, and mortgage finance has instilled in him the value of integrity and ethics in business. His depth of understanding of property management, finance, and accounting practices ensures the successful management of each association. As a leader, he has proven that he can handle the pressure of tight deadlines, and the multiplicity of tasks, while never losing sight of the vision of Mile High Community Management; to be the leading home owner’s association management company in Central Oregon.

Audra Bemis

Accounts Manager AMS, CMCA

Audra is responsible for monthly financial records for a portfolio of associations and assists our community managers with budget preparation and financial statement analysis. She frequently collaborates with outside accountants for tax and audit preparation as well as maintains accounts payable for over 35 associations.


Audra is a native of Bend Oregon. She received her bachelor’s degree in accounting from Oregon State University with an emphasis in accounting and business administration. Audra has earned her AMS and CMCA and is an active member of the Community Association Institute. 


When she is not working Audra enjoys exploring the great outdoors of Central Oregon.

Kaylyn Rockwood

Administrative Assistant

As an Administrative Support Specialist, Kaylyn plays a key role in supporting our HOA community management team by handling resident inquiries, organizing documentation, and assisting with essential administrative tasks for each HOA. With 15 years of customer service experience, she brings a commitment to efficiency and a friendly, solution-focused approach to her work.

When she’s not working, Kaylyn enjoys spending quality time with her daughter and exploring the beauty of Oregon. She also pursues her passion for photography, capturing special moments for families and couples.

Chad Carpenter

Community Manager AMS, CMCA

Chad has spent his career working and consulting in the public, private and nonprofit sectors in organizational development and marketing & branding. Over his career, Chad has become passionate about community management. He greatly enjoys the close relationships that can be built, and the work that can be accomplished when people come together in order to achieve common goals.


Chad is proud to be a native Central Oregonian, having spent most of his life in the small town of Prineville, OR. and currently resides in Sunriver, OR.


Outside of work, he enjoys playing music as a multi-instrumentalist and spending time with his family.

Rachel Nething

Community Manager AMS, CMCA

As a community manager, Rachel is responsible for managing and handling communications between board members and communities. She is involved in planning and facilitating meetings, special projects and tending to the administrative requirements of each HOA. 


Rachel brings 20 years of supervisory, and administrative experience. She has exceptional organizational skills, is detail oriented and attentive to the concerns of her communities.


Rachel is active in her church, pursues physical fitness, and enjoys being a mom to her 3 young children.

Jayna Gurule

Staff Support

As staff support, Jayna provides essential assistance to our team, ensuring smooth operations and excellent service for both clients and colleagues. She focuses on building strong working relationships with board members, homeowners, and property managers.

A native Central Oregonian, Jayna has raised her three children here.

Outside of work, she enjoys roller derby and is an active gym enthusiast.

Khrisma Carter

Community Manager

Khrisma Carter has nearly 20 years of experience living and working in Central Oregon and brings a strong connection to the community to her role. Her career spans retail management, marketing, and more than a decade in commercial property management, showcasing her adaptability and broad skill set.


Now based in Redmond, she recently earned her Oregon Property Management License to expand into residential and HOA management. Passionate about giving back, she has volunteered with organizations including Rimrock Trails, the Redmond Chamber of Commerce, Girl Scouts, the Redmond Commission for Art in Public Places, and Redmond Kiwanis.

Bradley Bemis

Compliance Manager / Staff Accountant

Bradley Bemis serves as Compliance Manager and Staff Accountant for Mile High Community Management. Bringing a focus on accuracy and consistent follow-through, Bradley assists with the financial operations of multiple homeowner associations across Central Oregon, supporting accounts receivable processes and related accounting tasks. In his compliance role, he works closely with boards and homeowners to uphold community standards with clarity, consistency, and professionalism.



A Bend native and graduate of Oregon State University with a degree in Accounting, Bradley brings both analytical focus and creative problem-solving to his work. Outside of the office, he is a lifelong musician and artist who values fitness and continual personal growth.

Scott Matthews

Scott Matthews

Compliance Manager

Scott has worked for several years as on-site manager for Burning Tree Village Homeowners Association. He has a 30-year sales and customer service background with various companies in Central Oregon. Scott has an Associate of Science Degree in Office Machine Technology along with several Cisco Networking Certifications.

 

Scott enjoys editing and uploading sermon videos for Real Life Christian Church in Bend on a volunteer Basis.
